MINUTES OF A MEETING OF THE PLAYING FIELDS AND OPEN SPACES COMMITTEE

 

HELD ON March 1st 2004 AT 7.15 p.m. IN THE BUSH ROOM

MINUTES OF PREVIOUS MEETING

 

The Minutes of the meeting held on January 5th 2004 were approved and signed by the Chairman.

 

 MATTERS ARISING

 

Play Areas Safety Inspection

 

The Clerk reported that G.B. Sports had been contacted re loose plates on the roundabout at Lime Kiln fields. No from G.B.Sport who are going to contact Wickstead to see if there is an inherent problem. The plates had been tightened in Dec 2003.

 

The Fencing around the play area is complete, except for the gates which are expected with in two weeks.

 

Mike York has also repaired the gate at Cross Hands play ground

 

The Clerk was asked to contact Mike for an estimate to renew all the springs on the gates so they will close properly.

 

        GROUNDS MAINTENANCE CONTRACT 2004/5

 

Garden manicures had been informed of the continuation of their contract according to the recommendations set out below.

 

‘The contract is extended for a further three years at the price of £4248.75 for the grounds maintenance and £2224.80 for the cemetery.

With the addition to cut the grass at the rear of the Jubilee Hall at least monthly and also strim the base of the hedge at the Davids Close end of the field before the cricket nets are erected in April.’

 

 

Field users meeting 22nd March.

 

The field users meeting will take place in the Bush room on 22nd March at 7.30

 

Users of the field and changing rooms are to be invited.

Date of Next meeting 11th October 2004 at 7.30 Bush rooms.

 

 

The Parish Council report will include

a.             Change in payment policy to twice per season in advance

b.             Marking out the pitch, this is done once by the PC and continued by the football teams with white lining material provided by the PC.

c.              Cricket is responsible for marking their own pitch, and erecting the protective nets on the north side of the field.

d.             Storage facilities need to be re-arranged twice each year to enable the correct equipment to be easily accessible.

e.             Commitment for next year, and schedules as soon as possible. (Could Essilor and Thornbury Baptist talk to each other to see if they could alternate use of the main pitch on a Saturday)

f.                Each club is responsible for their own insurance. A certificate (copy) needs to be given to the PC before the playing season.

Protection of the Ash tree on land outside St.Helen’s Church.

 

This subject arises in a letter from South Gloucestershire Council dated 8th May 2003 relating to the break up of the road around the ash tree by St Helen’s Church. The area around the tree had been inspected by the full council who decided to look at the matter again at this meeting. Various aspects were discussed.

Recommendation

To send a letter back to South Gloucestershire Council stating that the P.C felt nothing could be done to turf or grass the area as there is no soil for the grass to grow on, nor could shrubs be grown for the same reason, and steaks would be unsightly. In the letter the P.C would ask S.G.C to carry out the remedial work on the edge if they could not suggest any other measures to prevent parking which would be conducive to the area.

 

Cemetery

 

                   Mrs Wilkins raised the following.

The entrance porch needs to be painted. (In the light of he Risk Assessment see finance meeting should we go out to contract)

 

The Clerk to contact Garden Manicures to check the ties on the trees are not to tight.

 

Mr Mike Webb commented on the spoil area under the trees as being acceptable at the moment and will some time in the future need levelling, but in the mean time there was a good source of quality sand stone there.

 

ANY OTHER BUSINESS 

 

    The Clerk had received a letter from Alveston WI requesting to replace a tree (now dead) planted in 1999 with a Variegated Holly. A replacement tree would be permitted, Mr Mike Webb to contact Mrs V Fergyson to discuss the details.
