MINUTES OF A MEETING OF THE FOOTPATHS COMMITTEE

MINUTES OF PREVIOUS MEETING

 

The Minutes of the meeting held on December 1st were approved and signed by the Chairman.

 

MATTERS ARISING

 

Bus Shelter - Thornbury Cricket Club

 

South Gloucestershire Council have replaced the polycarbonate panels that were broken by the contractors carrying out the road works at Thornbury Road, Alveston.

 

New Lane

 

Mr Head reported that South Gloucestershire Council have dug the ditches and should schedule the work to dump the spoil on to a farmer’s field.

 

 FOOTPATH REPORTS

 

Mr Watson reported that the Rambling Club had not yet started walking the Alveston footpaths. But expect to as soon as weather permits

 

They will also be submitting reports of any problems they encounter in order that the Parish Council can investigate and arrange for remedial works to be carried out.

 

Mr Head reported that a petition had been sent to South Gloucestershire Council with in excess of 200 signatures requesting that the road past Mr Lewis’ house be designated a foot path following more than 20 years being used as such. South Gloucestershire Council legal department has informed Mr Severn that all his correspondence had been received. The official footpath OAN 28 was now accessible again. The finger-post which was at the top of the road and knocked down in an accident needs to be replaced.

 

The committee recommended a letter of support for re-instating the footpath should be sent.

 

Mr Perry reported that a large number of children still cross Down Road to go to Marlwood School and they also visit the local shops at lunchtime.

 

It was agreed to contact South Gloucestershire Council and request that a crossing be installed in the vicinity of the Cross Hands.

 

 

 

 

BUS SHELTER REPORTS

 

Wage rates 2004/5 incorporating the National Minimum Wage - Report of the Clerk

 

The National Minimum Wage was increased from October 1st 2003 from £4.20 per hour to £4.50.

 

Wage rates were amended from October 1st 2003 and are currently as follows: -

 

Bus Shelter Cleaner - per Shelter (2)

 

1.00 hour per week  @ £4.20 per hour for April to September =    £109.20

1.00 hour per week  @ £4.50 per hour for October to March  =         £117.00

A similar increase in the National Minimum Wage from October 1st 2004 would result in a minimum wage of £4.82 per hour and the following revised wage rates would be needed: -

 

Bus Shelter Cleaner - per Shelter (2)

 

1.00 hour per week  @ £4.50 per hour for April to September =   £117.00

1.00 hour per week  @ £4.82 per hour for October to March   =   £125.32

I suggest that it be rounded to £244 per annum to allow for payment of £61 per quarter per shelter.

 

Recommendation

 

        The new rates are adopted and will be submitted to the Council for consideration.

 

 

 

ANY OTHER BUSINESS

 

Foot  path OAN 10.

 

Mr Perry reported that there is a Bridal Path sign where it crosses Wolfridge Drive to the square. It is not possible however to get a horse past the fences at the Wolfridge Ride end. Is this really a Bridal Path? There is a similar concern over the path OOL45 that also joins Bridal path OOL45.

 

Recommendation

  A letter to South Gloucestershire Council requesting which are bridal paths and which are footpaths.
