MINUTES OF A MEETING OF THE PLAYING FIELDS AND OPEN SPACES COMMITTEE
HELD ON 7th January 2008 AT 7.30 p.m. IN THE BUSH ROOM

1 Acceptance of apologies for absence:

2 Evacuation procedures
The clerk will be the responsible person in the case of a fire and evacuation.
The fire exits are:-
Through the street entrance to the Bush room.
Through the side door into the main hall then the fire doors on the back wall and the main entrance.
The assembly point is on the car park at the front of the building.
The nearest public telephone is at the parade of shops.

5 Minutes of previous meeting
The Minutes of the meeting held on 5th November 2007 were approved and signed by the Chairman.
6 Matters arising.
No reply has been received from the Health and Safety Executive. A further letter will be sent. The final advice from ALCA has not yet been received, but previous comments were not encouraging, ie one persons word against another.
The cricket representative Matt Roberts was unable to attend the meeting. An offer for the Anchor CC to play at the Jubilee fields has been made and an e-mail to that effect sent to Richard Dodds and Matt Roberts. The success depends on the co-operation of the two teams.
7 Play area Work
Fence by the cricket nets.
The nets were removed by Angus and the hedges will be cut soon.
The whips to be planted at the far end will be done soon. Mr Attwood is pleased with the fence and the effect it has had on his privacy.
Cross Hands Play Area depression
The area of land is owned by the council and the fill is of “unknown nature”. The depression is not currently any worse, but the winter rains may have an effect on the problem. Recommend continue monitoring and investigate possibility of a survey.
Work to be considered for the play areas.

Safety surface The safety surface in the Limekiln field play area

Neither Wicksteed nor GB Sport and Leisure
Thought it a serious trip hazard as the trip if it
occurred would be onto the safety surface.
However Wicksteed suggested that all the safety surfaces would
Benefit from a power wash.
In the annual report this was classed as M which means it can be left for a while and considered next year or as part of a major refurbishment.
The council did recommend exploring the power washing of the surface. The clerk will contact GB Sport and leisure.
Jubilee Fields Double gate hinge post.
The steel square section post has rusted away at ground level. There seem to be two choices
1 Cut off part of the circle which forms the top cap, and bolt the remainder to the concrete fence post. Holes can be drilled through the steel post to match holes that already existing in the concrete post.
2 Break out the base of the old post, concrete in a new one. Move the existing gate to the new post. Problems may be incurred in breaking out the concrete without affecting the fence post. Adjusting the gate hinges to align with the new post (there are rusted in). A new galvanised gate may be required.
The committee recommended that York Fencing is contacted for quote for option 1.

The block booking rates attract a discount over the season rate per game.
The 3% rise is in accordance with inflation, and the 10% rise is in anticipation of an increase in the cost of grounds maintenance.
The committee recommended the increases for the cemetery are accepted.
The committee recommended that dependent on the grounds maintenance contract charges either the 3% or the 10% will be accepted.
10 Grounds Maintenance Contract.
The date for opening the tenders was discussed with the committee chairman and changed in order to give time for clarification of the tenders before the full council meeting in January, and if any other clarification is needed then there will be time before the council meeting in February. If Garden Manicures do not get the contract then the required 1 months notice can be given for the new contract to start on April 1st
The date for opening the tenders is 14th January at 1pm in the Bush Room. Attendees, Councillors Ann Wilkins, John Head and John Cutland, the Clerk.
