4 MINUTES AND MATTERS ARISING OF PREVIOUS MEETINGS
Parish Council meeting on Monday 19th
December 2005 were read and accepted.
Former Esso Petrol station site.
At a meeting with South Gloucestershire
Council Councillors P Hockey and G Fox ,
councillor J Head and the clerk discussed the refusal of planning permission.
A summary of the meeting is on the blue planning
minutes for 9th January. And reproduced here
“Report on the meeting with Councillor P
Hockey re the Esso garage site.
The basic facts are that the site has had the
buildings removed, therefore it is considered abandoned as a commercial site,
and now becomes within the green belt. The application is treated as a new
build.
Esso should have applied for outline planning before
demolishing the buildings.
The representative of the applicant and the applicant
did not make out a case for the site to be treated as having special
circumstances, ie
The site was stripped to facilitate pollution
monitoring,
The site is an eye sore.
Two other commercial sites border the site.
The road is already designed to allow
traffic to enter and exit without affecting the traffic flow on the A38.
And any other special circumstances that the
applicant thought worthy to present.
There is not a list of special
circumstances each application is dealt with on its own merit.
However the points raised at the site
meeting has not appeared on the web-site. It is therefore difficult to gauge if
they were taken into consideration.”
The
traffic lights at Rudgeway still seem to be badly phased for the flow of
traffic on the A38, the clerk will contact the Network Services department of
South Gloucestershire Council
5 RECOMMENDATIONS FROM COMMITTEES: -
Playing fields and open spaces .
Councillor Ann Wilkins
reviewed the committee meeting of the 9th December.
The paper presented to the committee are attached; they reflect a 3%
increase rounded to the nearest pound in the cemetery charges and the hire of
the sports field.
The Junior sports Ten day one
time hire should read £85.00 not £80.00
This amendment having been made the new charges were
proposed by Councillor J Cutland , seconded by Councillor Sara Phillips and
agreed by the council.
The second paper attached is
the effect of a 3% increase on the Grounds Maintenance contract. This is the
basis of a renewal of the contract with Garden Manicures.

Purposes.
There were no recommendations arising from the committee meeting.
A copy of the latest budget statement is attached together with the
precept request and the agreed final figure of £400 for the 10 Trails contribution.

6 REPRESENTATIVES REPORTS.
Councillor Ann Wilkins represented the council at the
Libraries committee meeting. There have not been any more developments. The
library which is to be on the first floor is to be reached by an external glass
elevator. Reports of the library staff work
in the community has been congratulated by the Prime Minister
7 SOUTH GLOUCESTERSHIRE COUNCILLOR'S REPORT
1.
The Council
proposes to go out to consultation about reducing the number of disabled car
parking spaces in Rock Street Car Park by 8.
2.
Last year South
Glos residents put out 9,000 tonnes of paper recycled for use as newspapers
saving 150,000 trees from the axe.
3.
The Forest of Avon recently celebrated the
planting of the one millionth tree. The
Forest is one of 12 community forests in the country and has been in existence
for 10 years.

11 ANY OTHER BUSINESS
Councillor John Head. In order to attract new-comers to the Annual Parish meeting on 12th April a list of organisations is being compiled so that they can be invited to have stands or talk to the attendees to show what Alveston has to offer. The list started by Councillor Head was added to in the meeting (list attached).
The next stage will be to plan the event.
Councillor Peter Taylor brought the meetings attention to the proposed change in flying route in and out of Filton airport. When the paper is retuned to the clerk, a letter protesting to the route is to be sent.
Fly tipping is still a problem, if rubbish is seen then
phone the South Gloucestershire
Council Street Care line on 868000.
